Retinal vein occlusion is an eye condition that affects the retina and can affect a persons vision.  It happens when a blood clot blocks the main vein where blood flows out of the retina (central vein occlusion), or a smaller area inside the eye (branch vein occlusion). It usually only affects 1 eye.
